摘要
由于中国个别公共部门人力资源管理存在着不足和偏差,立足于本国国情,在借鉴西方发达资本主义国家公共部门人力资源管理的成功经验,分析了中国个别公共部门人力资源管理存在的突出问题,提出了改进建议:坚持"以人为本"的理念,实现人的解放和全面发展;建立弹性化的人力资源管理机制;建立公共部门人力资源信息管理系统;完善人力培训的激励和约束机制。
In view of the fact that human resources management of the Chinese public department has the insufficiency and the deviation, based on our country national condition, profited from the success experience of public department human resources management in the developed capitalist countries, the author has analyzed the prominent question of human resources management in some of Chinese public department, put forward the improvement proposals: persisting in people-oriented idea, realizing human's liberation and the full scale development, establishing elasticity mechanism of human resources management, establishing the information system of human resources management in public department ,perfecting the drive and restraint mechanism in human resources training.
