摘要
从哲学的、伦理的谱系来认知公共性,挖掘出确立于公共性最深层次的情境道德与行政价值,使新公共服务理论获得了超越传统官僚制行政与新公共管理理论范式的耀眼光辉。我国的行政改革以西方发达国家的公共行政范式为镜鉴,也已走过了三十个春秋。回顾与反思这三十年的改革历程,贯穿于行政改革全过程的一条主线就是政府公共性的不断凸显,服务型政府的兴起正是政府公共性的本原价值回归之应然逻辑与实然诠释。
The concept of publicity may not only provide the theories of new public service with deep-leveled situational ethics and administrative value, but also make these theories exceed the traditional bureaucratic administrative system and the new public management. Having drawn lessons from other countries, China's 30- year administrative reform has shown a theme that the publicity of government is becoming more and more prominent. The popularity of service-orlented government has proved the necessity of the return to primitive value of publicity.
