基于共生理论的太湖沿湖生态带建设的思考

Reflections on the Construction of the Ecological Area along the Lake Taihu on the Basis of the Symbiotic Theory

近20年来,太湖沿湖地区生态系统退化严重,生态环境质量每况愈下,导致流域水质型缺水和生态危机时有发生,其对长三角区域经济社会可持续发展的负面影响日益显现,并呈扩散趋势。新的历史时期,着眼生态文明建设和可持续发展,必须加快推进太湖沿湖生态带建设。本文运用共生理论,对太湖沿湖生态带建设相关共生关系进行了分析,并认为太湖沿湖生态带建设的理想组织模式是一体化共生,理想行为模式是对称性互惠共生。太湖沿湖生态带建设中,必须加强区域协作与联动,注重系统推进,一手抓生态修复和治理,一手抓经济增长方式转变和产业升级转型;既要加快完善各种规制和运行机制,又要着力增强利益主体和全社会的环境意识和责任意识。

In the past 20 years, the ecosystem of the areas along the Lake Taihu has depredated seriously and the quality of the ecological environment goes from bad to worse, which has resulted in the water shortage owing to the water quality in the basin and exorcises often occurs. Its negative impact day by day on the sustainable development of the regional economic society in the Yangtze River Delta, and it shows a tendency to spread. In this new era, having ecological civilization and sustainable development in mind, it is a must to speed the construction of the ecological area along the Lake Taihu. This article, applying the symbiotic theory, analyzes the relevant symbiotic relations to the construction of the ecological area along the Lake Taihu, and bears an idea that the ideal mode of organization of the construction shall be an integrated symbiosis, and that of behavior shall be the symmetrical mutual symbiosis. During the construction of the ecological area along the Lake Taihu, it shall be a must to strengthen some regional cooperation and chain reaction, attach much importance to the advancement of system. On the one hand, it＇s necessary to reconstruct and administrate the ecology. On the other hand, it＇s necessary to stress the conversion of style of economic increase and the industrial upgrading and transition. It should not only speed the improvement of various rules and operating mechanism, but make great effort to strengthen the awareness of environment and responsibility from the interests＇ subject and the whole society as well.
