为贯彻落实党的十七大提出的"优先发展教育,建设人力资源强国"的战略任务,提高高等教育水平和服务经济社会发展需求,省属高校应针对黑龙江省属高校人才培养与本省社会经济发展水平的实际,以提高高等教育服务经济社会发展能力为落脚点,充分发挥高等学校人才培养、科技创新、社会服务和文化引领的作用,改革高等教育人才培养的模式,为推动黑龙江经济社会又好又快、更好更快发展提供强有力的人才支撑和智力支持。

In order to implement the strategic task put forward in the 17th national congress of the communist party of China - ＂to give priority to the development of education and build strong human resources＂, and promote the level of higher education and its capabilities to serve economic and social development, the provincial colleges and universities should base themselves on the reality of the talents training and on the principle of improving higher ed- ucation to promote economic development, make efforts to give a full play to higher education personnel training, scientific and technological innovation, and the lead - role of social services and culture . The provincial colleges and universities should also reform higher education talents training approach so as to promote the better and quicker economic development and at the same time to offer a strong talents and intellectual support.
