The Characteristics of Socialism Modernization Strategy Implemented by the CPC Central Committee since the Sixteenth National Congress of the CPC

十六大以来,党中央在制定和实施社会主义现代化发展战略中具有以下特点:在发展目标上,实现了从"三位一体"到"四位一体"的转变;在发展理念上,实现了从"效率优先、兼顾公平"到更加注重"社会公平正义"的转变;在发展方式上,实现了从"又快又好"到"又好又快"的转变。这些特点,是由新世纪新阶段中国社会主义现代化发展的历史必然性所致,是实现科学发展与和谐发展的必然要求。

Since the Sixteenth National Congress of the CPC, the Central Committee of the CPC, led by General Secretary Hu Jintao, has established and implemented the socialism modernization strategy under the guidance of the Scientific Outlook on Development. It has the following characteristics： the objective of development turns from ＂3 -in- 1＂ to ＂4 -in- 1 ＂; the philosophy of development turns from ＂giving priority to efficiency and considering equity appropriately＂ to ＂paying more attention to social equity and justice＂, and the pattern of de- velopment turns from ＂rapid and sound＂ to ＂sound and rapid＂. These characteristics are determined by the historical inevitability of Chinese socialism modernization in the new period in the new century, and are necessary requirements for realizing scientific and harmonious development.
