提高大型仪器设备投资效益探讨

Discussion on Improvement of Large Equipments’ Investment Benefit

针对部分高校存在的大型仪器设备管理不规范、投资效益低的问题，为提高大型仪器设备管理水平，确保大型仪器设备最佳投资效益，提出以大型设备一生为对象，严格前期管理、强化中期管理和活化后期管理的管理模式。并结合工作实际，着重对如何做好大型仪器设备前期的论证、采购和验收工作，中期的管理使用工作，以及后期的处置工作进行探讨，而且给出有效的解决途径和具体措施。

The paper proposes a new management model of large equipments to settle the problem of the nonstandard management and the low investment benefit. Based on the lifetime of large equipments, the new model includes three stages： strict management in prophase, strengthened management in metaphase, and flexible management in anaphase. The new model can apparently improve the management level and the investment benefit of large equipment. Combining the practice in work, the paper discusses the problem about how to do these jobs, such as demonstration, buy, acceptance, management, use, disposition in different phases. Meanwhile, some good approaches and measures are presented.
