被喻为"地球之肾"的湿地是地球上水陆相互作用形成的具有独特生态功能的自然综合体。湿地具有巨大的生态效益、社会效益和经济效益。为做好湖北湿地的保护、恢复和合理利用工作,必须提高公众的湿地保护意识;构建湖北省湿地可持续发展战略体系;加快实施湿地资源保护、自然保护区建设、退化湿地的恢复与重建三大工程体系;采用实行各级政府责任制和利用经济杠杆手段这种双管齐下的方法;构建品质优良、功能齐全的湖北省湿地生态网络。

So called ＂the kidney of the earth＂ is a natural integration with specific ecological function caused by the interaction of land and water. It has tremendous ecological, social and economic effect. In order to protect, recover and properly use the wetland in Hubei, we should improve the consciousness of wetland protection, construct a sustainable development system, establish three systems of wetland resource protection, nature protection zone, recovery and reconstruction of degenerate wetland, work along both lines of government responsibility and economic lever, construct a qualified, completely functional ecological network in Hubei province.
