人口流动背景下的乡村治理困境——以川东B村为例

China's Rural Rattrap in the Background of the Rural Floating Population——Taking Village B of Eastern Sichuan Province as an Example

20世纪90年代出现的持续不断的大规模的农村人口流动,对于将束缚在土地上的众多人口解放出来具有重要意义,但也出现了乡村发展资源匮乏、传统乡村结构的延续和乡村秩序失衡的困境,为乡村治理带来新的问题。要走出这一困境,需要实现由人口流动到土地流转的体制创新,从人口流动到人口迁移的跳跃,改革城乡二元结构和"城市本位主义"基础上形成的治理体制。

The continuous massive floating population of China＇ s countryside in the 1999s has an important significance in freeing many people from their land. However, cropping up with this floating population there are such new problems as ＂the trend of hollowness＂ in the rural development, reduplication of the rural structure and imbalance of the rural administration, which affect the rural governance. The solution of these problems requires the systematic reform by turning the floating of the population into the flexible transferring of the right to use land and into migration in addition to reforming the administrative system based on the urban-rural dual structure and the ＂the urban selfish deoartmentalism＂.
