和谐社会构建中农村社会保障制度探究

目前,我国农村传统的以家庭保障、土地保障、部分集体保障为主的社会保障体系,已经不适应农村社会发展的需要。和谐社会构建中的农村社会保障制度的对策是:立足中国国情,借鉴外国经验,建立适合中国基本国情的,符合农村区域经济发展水平的,多层次、多标准的社会保障体系,重视做好农民工的社会保障工作。现实的路径选择是:实行制度创新,构建新模式。

In the rural areas of our country, nowadays, the traditional security pattern, including the secu ity of family, of land, and some collective security, cannot meet the demand of the social development. The strategies towards the social security system of the rural areas in the building of a harmonious society may involve the following： To absorb foreign experiences based on the Chinese condition, it is important to build a multi-level, multi-standard social security system suitable for rural economic growth, and good for peasant workers as well. The approach to choose today is to encourage system innovation and build new models and patterns.
