越南革新开放以来的“三农”问题及其展望

Three-Dimensional Rural Issues and Its Prospects since the Reform and Opening up in Vietnam

2008年8月5日，越共中央十届七次会议作出关于农业、农民和农村问题（以下简称“三农”）的第26号决议。这个决议是在越南革新开放进行20多年后，关于“三农”问题又一个里程碑式的决议。从越南建国和卫国的历史中，我们可以看到，国家的发展、进步和繁荣离不开农业、农民和农村的发展。发展农业、农村，提高农民的物质和精神生活是一项战略任务，是保证国家沿着社会主义方向稳固发展的基础。

After 20 years＇ reform and opening up, Vietnam has made great achievements in agriculture. Because of the subjective and objective factors, there are many urgent problems affecting and constraining the three rural problems. There are two great opportunities during Vietnam＇s agricultural development process：one is the 5th Plenary Session of the 7th CPV Central Committee in 1993, the other is the 5th Plenary Session of the 9th CPV Central Committee in 2003, which have made a resolution on agriculture. There is a new opportunity during the 7th Plenary Session of the 9th CPV Central Committee in August 2008, affirmed its strategic position of the three-dimensional rural issues in the realization of industrialization and modernization, construction and defending the country, pointed out that the three-dimensional rural issues must be connected with the national industrialization and modernization process and solved synchronously.
