电力行业国有资产流失问题研究

On the Loss of Stated-Owned Asset of Electric Power Industry in China

在我国经济建设中,电力作为基础能源对推动经济腾飞有着不可替代的作用,而且电力行业的自然垄断特性及关系国计民生的重要性,向来都是国民经济的"领头军"。但是电力行业的国有资产流失问题不容忽视。文章对电力行业国有资产现状进行简单分析,对电力行业国有资产流失概念进行界定。然后从产权角度、委托代理、内部治理结构等方面分析电力国资流失的深层次原因,最后探讨如何加强电力行业的国资管理和防止国资流失的措施,希望能对电力行业更加规范健康发展,促进中国经济的持续稳定增长有所帮助。

In China, electric power, as the basic energy source, promotes the economy development, which has the impetus can not be substituted. The electric power enterprise is the bellwether of national economy, but the loss of stated-owned asset in electric power enterprise is very serious. This paper researches on some reasons that lead to the loss of sated-owned asset of electric power industry from the aspects of property, principal-agent and internal governmence and so on, hoping to find measures to improve management of stated-owned asset of the electric power for the sustainable development of the economy of China.
