区域循环经济发展过程中地方政府压力分析

Analysis of Pressure on Government during the Development Procession of Regional Circular Economy

区域循环经济发展过程中,政府承受的循环经济发展压力是促进区域循环经济发展的重要力量和因素。文章首先指出,政府循环经济发展压力是迫使政府在决定区域经济发展模式时选择循环经济,并且在政府推进区域循环经济发展过程中持续维持这一作用的各种迫使因素的作用总和。接着,文章分析了迫使政府选择发展循环经济的四种压力:资源环境压力、上级政府压力、公众需求压力、同级政府压力。最后给出政府循环经济发展压力测评指标体系。

In the development process of regional circular economy, the pressure on government is an important force to promote the development level of regional circular economy. The article firstly pointed out that the development presanrc of circular economy on government is the combination of all factors which forces government to choose the circular economy as the model of regional economy development and maintains this function during the regional development process. Then, the structure of the pressure system is analyzed. Finally, the evaluation indicator system of the pressure system is offered.
