Value Orientation of China’s Ethnic Policy:Comprehensive Protection of Minority Human Rights

人权是权利的最一般形式，民族政策的制定和实施体现了国家对少数民族人权的理念的认知，体现了不同的价值取向。不同的人权理念和价值取向决定了制定和实施不同的民族政策。中国的民族政策的价值取向体现了全面保障少数民族人权的理念，是较好地解决民族问题的内在基础。

As human right is regarded to be the most universal presentation of people＇s right, the formulation and the implementation of the policies towards minority are embodiment of both China＇s cognition of concept of ethnic human right and its belief in human being＇s value orientation. In turn, different cognitions of concept of human right and beliefs of human＇s value orientation lead to the formulation and the implementation of the different policies towards minority. China＇s belief in human being＇s value orientation has been implied in its policies towards the minority, they reflect the concept of protecting ethnic human right in a comprehensive way, which has been proved to be the inherent base of coping with ethnic issues in a proper way.
