中国共产党对区域经济协调发展的探索及历程

Exploration and Its Experience of Regional Economiy Coordinated Development under Leadship of CPC

区域经济协调发展问题,是一个国家的重大经济问题乃至政治问题。中共一贯重视这一问题,并依据各个时期的国际环境和国内社会历史条件,对区域经济协调发展作了有益探索并提出了相应时期的区域经济发展思想。其大致轮廓是:充分利用沿海,实现均衡布局——建国初到改革开放前中共对区域经济协调发展的探索;优先发展沿海,实现共同富裕——1978年到1992年中共对区域经济协调发展的探索;坚持协调发展,缩小地区差距——1992年后中共对区域经济协调发展的探索。中共对区域经济协调发展的探索过程是党对区域经济发展规律认识水平不断提高的过程。其探索经验可总结为:一是在生产力布局、资源配置、发展重点、政策步骤等战略确定上要精心研究、实事求是、科学统筹。二是必须处理好公平与效率的关系。三是必须处理好计划和市场的关系。四是要把社会全面发展放在重要地位,实现经济与社会相互协调和可持续发展。五是要加强制度建设。

The main outline of regional economy coordinated development is to makes full use of the coastal areas, to realize balanced distribution, that is the exploration of the regional economies coordinated development between the foundation of PRC and reform and opening-up, to give priority to the developing of the coastal areas, to realize common prosperity, that is the exploration of the regional economies coordinated development between 1978 to 1992, to insist on coordinated development, to decrease regional difference, that is the exploration of the regional economies coordinated development after 1992. The exploring process of the regional economies coordinated development is the improvement process of the regional economies coordinated development discipline congnition gradually. The exploring experience could be concluded as follows. Firstly, the distribution of the production capability, the allocation of resources, develepment priority and policy and so on should be studied elaborately. Secondly, the relationship of justice and efficiency should be bear with well. Thirdly, the relationship of plan and market should be handled. Forthly, it is necessary set the all-round development of society to the significant position and realize the intercoordination of the economy and society and sustainable development. Fifthly, the system buliding must be strengtheney.
