尊重基层党组织党员的主体地位,就是要尊重党员在基层党的组织生活、党内事务、党的组织建设、行使民主权利等方面的主体地位;必须坚持实践探索创新与理论政策引导的统一,坚持行使权利与履行义务的统一,坚持个体与组织的统一,坚持提高素质与健全机制的统一的原则要求。制约基层党组织尊重党员主体地位的因素主要有:特权思想、等级观念,义务本位,利益驱动,主体素质,制度机制。要努力探索融教育管理、保障权利、履行义务、健全机制等为一体的践行"尊重党员主体地位"的新途径新方法。
