On System Corruption During the Period Between Jiaqing and Daoguang of Qing Dynasty

清嘉庆道光时期官场全面腐败,从根本上讲,是君主专制制度和与之相适应的封建文化结下的恶果,是权力缺乏有效制约和监督,官场缺乏选贤任能、优胜劣汰的制度保障的结果,根本原因是制度问题,可以说是一种制度性腐败。

Corruption covered the official circles in an all-round way during the period between Jiaqing and Daoguang of Qing Dynasty. It was fundamentally the disastrous effect of the system corruption, that was the result of the autocratic monarchy system in coopration with feudal morals and culture, the result of shortages of effective restrict and supervision over the power in all official circles, the result of lacks of systemic guarantee both for selecting the worthy and promoting the capable and for making the outstanding survival and the low-grade deprivation. The fundamental cause is the problem of system, and the system corruption is the key problem.
