On the Government's Position in the "Conflict of No Direct Interest" and the Cultivation of Citizens' Rational Spirit

"无直接利益冲突"作为当前我国群体利益冲突事件中的一个新特点,对各级政府治理能力提出了新的要求。要改善和提升各级政府,特别是基层政权处理群体利益冲突事件的能力,可以从以下三个层面着手:转变执政思维,重新定位政府职能;优化制度设计,拓展利益诉求机制;倡导理性文化,培育政治妥协精神。

＂Conflict of no direct interest＂, as a new characteristic of incidents of group interest conflict in our country at present, is challenging the governance capacity of governments at all levels. To improve the governments＇ and especially the grass - roots governments＇ capacity of dealing with incidents of group interest conflict, it can begin with the following three respects： changing the power thinking and re - positioning government functions; optimizing the design of the system and expanding the mechanism of interest demands; advocating rational culture and cultivating a spirit of political compromise.
