摘要
宁波区域经济增长方式的转变和产业结构的升级催生了对职业培训的巨大需求。职业培训作为人力资本投资的重要形式,是一项牵涉到地方政府、企业、受训者等多方利益的非常复杂的社会人力资本投资,不同类型的人力资本培训(专用性人力资本、通用性人力资本)又表现出不同的成本与收益特质,需要采取不同的策略与措施分别推进。就当前宁波的实际情况来看,如何正确发挥地方政府作用,是促成职业培训规模化、规范化开展的关键因素。
The change of economic growth mode and the upgrade of industrial structure in Ningbo have created great demand for vocational Raining. Vocational training is an important aspect of human capital investment and a very complex social human capital investment related to the benefits of local government, enterprise and trainees. Different kinds of human capital (specific human capital, general human capital) training have different characters on cost and return. It's necessary to promote respectively by choosing various strategies and measures. According to the current situation of Ningho, the role the local government plays is the key factor to expand the scale and standardize the management of vocational training in Ningbo.
