In order to foster the high-quality talents, it is necessary for Student＇s Department to work around, keeping the balance of the development between the students and the working team. This thesis, with the beginning of behavior science theory, sets the clear picture of the key points in the model of behavior science theory and development-based learning. It also lists much compatibility in the model, and puts forward the strategies, suitable to the model and to serve the overall development of competent people from the aspects of theory, innovation, pertinency, development as well as subjectivity.
