行政自由裁量权的行使是有范围的,在这个范围内如何正确行使,笔者认为主要取决于行政人员的自由意志。要想使行政人员的自由意志向着公众的方向发展,必须使其树立正确的价值观、强化行政人员的德性修养、提高行政人员的综合素质。

Chief of the exercise of discretion is wide, in the framework of how to properly exercise, this paper argues which depends primarily on the free will of administrative staff. In order to ensure the free will of administrative staff toward the direction of the public, they must make a correct values, and strengthen the virtue trailing of administrative staff and improve the overall quality of administrative staff.
