浙江省非预算教育经费增长的回顾和反思

Review and Reflection on the Increase of Non-Budget Educational Revenues in Zhejiang Province

自1985年教育管理体制改革以来,浙江地方教育经费中非预算教育经费增长迅速,非预算教育经费中源于教育部门自筹经费快速增加。以充足、公平、效率标准衡量,浙江省现有非预算教育筹资体制其贡献和缺陷共存。化解浙江省非预算教育经费增长过程中出现的矛盾,在经济层面须增加教育经费的公共性质,在治理层面须保障地方公众教育决策权利和公共利益。

Since the reform of education management in 1985, the rate of non- budget educational revenues has been increased rapidly among the total education revenues in Zhejiang Province as well as the rate of education departments self-generated revenues among the non - budget educational revenues. According to the standards of adequacy, equality and efficiency, there are both achievements and short-comings in the education financial system. To deal with the issues, it may be necessary to increase the public investment and to improve the administration so as to guarantee people＇s public decision right and public interests.
