摘要
人均公共教育经费、人均教育经费指数和包括城市经济、居民生活水平、城市科技能力和产业发展水平等因素的计量回归模型是三个不同层次的衡量教育投入水平的指标。通过这三个指标,将北京市等我国主要城市与世界其他城市的基础教育公共投入情况进行比较,可以发现我国主要城市的基础教育公共投入与欧美水平总体差距较大,而且我国城市之间的投入水平也存在明显差异。同时,发现模型分析更加全面和有说服力,可以说明我国有些城市对基础教育投入的政府努力程度接近世界主要城市的平均水平。
There are three levels for appraising the education finance. The first one is per capita public expenditures on education;the second one is the ratio of per capita public expenditures on education to per capita GDP, which takes economic development into account; the final one is econometric model, which is specified to contain economic development, the living standard of residents, scientific and technical innovation ability and the industrial structure. Comparing education finance in China's ma- jor cities with that in developed regions and cities in the world based on the actual situation and target through the three levels, we will find the public expenditures on education of China's major cities are apparently lagged behind those in North America and Europe and, meanwhile, the same index in each of those China' s major cities varies sharply. Comparing the results of the three levels calculation, the third one is more comprehensive and persuasive, the result of which shows that Beijing government's efforts on financing basic education are approaching the international major cities' level.
