A Study on the Legalization of University Rules and Regulations

制定内部规章,是大学办学自主权的重要体现。大学规章的制定主体是大学,内容主要围绕教学科研展开,适用对象是教师和学生。大学规章法治化是大学治理法治化的必然要求,是保护大学各组群人员利益的现实需要。大学规章法治化有合法化和合理化两个方面的具体要求。

Drawing up internal regulation system is an important reflection of a university＇s decisionmaking power in school running. University regulations, whose content mainly concerns teaching and research, are formulated by a university, and applies to teachers and students. The legalization of university regulations is the necessary requirement of the legalization of university governance and fulfills the realistic demand to guarantee personnel＇s benefits from various parts of the university. It comprises two folds of meaning： legalization and rationalization.
