公共政策视角下的农村留守儿童教育问题与建议 被引量:1

Suggestion About the Education Problems of the Children Left in the Countryside from the Perspective of Public Policy

摘要 在我国城镇化进程中,农村剩余劳动力就地转移困难,大量农民外出务工,由于家庭教育与学校教育的缺失,出现留守儿童安全隐患多、学习成绩较差、道德意志薄弱、心理障碍凸显等诸多问题。农村留守儿童作为一个特殊的弱势群体,应该受到全社会的关注。政府应通过改革户籍制度、社会保障制度等,制定相关政策来消除农村留守儿童就学障碍;继续增加农村基础教育的财政投资;努力提高农村教师素质,进而提高教学质量;加大对农村留守儿童教育问题的宣传力度,呼吁全社会力量共同推进农村基础教育的健康发展,彻底解决农村留守儿童的教育问题。 In the process of China's urbanization, a large number of farmers migrate to the cities in search of work, which results in the difficulties in terms of on the spot rural surplus labor transfer. Due to the lack of family and school education, children left in the countryside are confronting a number of issues, such as lots of hidden dangers, poor academic performance, the weakness of moral will, highlights of the psychological barriers and many other issues. As a special vulnerable group, the children left in the countryside should be paid more attention to in the whole society. The government should reform the household registration system, the social security system and so on, to develop policies to remove obstacles in education for children left in the country- side. Financial investment should continue to be increased on elementary education and the efforts to improve the quality of teachers should be kept intensive at the same time in rural areas, thereby enhancing the quality of teaching. More emphasis on the education of children staying in rural areas should be put by the society, through which to activate the public and govemment's awareness on the need to undertake steps now and bring forward a thorough solution about rural children's education.
