公共服务型政府的内涵、职能及对策研究

Strategies for the Building of a Public Service-Oriented Government in a New Era

党的十七大作出了加快行政管理体制改革,建设服务型政府的重要战略部署,对政府职能进行了崭新定位。党的十七届中央委员会第二次全体会议通过了《关于深化行政管理体制改革的意见》,为我国行政管理体制改革指明了方向。建立公共服务型政府,发挥政府公共管理和服务职能,是上层建筑适应经济基础客观规律的必然要求,是深入贯彻落实科学发展观和构建社会主义和谐社会的体制保障。本文分析了建立公共服务型政府的必要性,论述了公共服务型政府的内涵和职能,提出了建立公共服务型政府的对策。

The Seventeenth National Congress of the Communist Party of China has made the strategic decision to speed the administration management system reform and build a service - oriented government.. The Second Plenary Session of the Seventeenth National Congress of the CPC adopted the Views Regarding the Deepening of the Reform of Administration Management System, specif- ying the direction of our administration management system reform, and repositioning the government functions. This paper analyses the necessity of building a public service - oriented government, discusses its connotation and functions, points out its current main problems, proposes a series of advice to build the public service - oriented government, with the expectation to provide a reference for our public service -oriented government construction.
