又见“贫农”——对湖北省京山县岭村土地流转的一项考察

Poor Peasants Seen Again:An Investigation of the Land Transfer in the Lingchun of Jingshan Village Hubei Province

承包地是维护农民基本生存的保障,但农民始终面临将土地兑换成现金的巨大诱惑与冲动。即使是按照"自愿有偿的原则"流转农民的土地,大量失地的农民若无法被城镇有效吸纳,仍然滞留于农村,就将演化成一个庞大的"贫农"阶层。由于土地流转而带来的新的社会分化将可能产生对抗性的社会矛盾,引发农村社会阶层甚至阶级的冲突。

Contracted land is the indemnity for farmer＇s survival. But farmers have always been faced with the temptation of converting the land into cash. Even the farmers＇ land transference is according to the paid and voluntary principal, lots of farmers who can＇ t be absorbed well by town and then still stay in the country without land will be changed into a huge poor peasant stratum. The new social stratification caused by land transference will probably leads to opposable social stratum, which will bring about conflict between the rural classes.
