从“SARS”到“汶川地震”分析中国政府对突发事件应变能力

Chinese Government's Strain Capacity to Emergent Events: from "SARS" to "the Wenchuan Earthquake"

我国正处于社会转型时期,这一时期的很重要的特点是公共管理过程中突发事件频发。政府作为公共管理的主体,在突发事件的危机管理中起主导作用。但是,我国政府的突发事件处理能力还处于逐渐完善和发展之中,危机意识缺乏、突发事件处理机制不健全等。针对这一发展阶段的特点,论文拟通过对"SARS"疫情及"汶川地震"进行分析,通过对具体事例分析来揭示我国政府对突发事件处理的现状,并探讨性地提出应如何提高我国政府对突发事件的应对能力。

Our country is facing the period of social transformation. The important characteristic of this period is the frequent occurrence of emergent events in the process of public administration. As the subject of public administration, the government takes the leading role in the crisis management. But our government＇s processing ability still need improvement and development. In view of this characteristic, through the analysis on ＂SAILS＂ and ＂the Wenehuan earthquake＂, the paper plans to show the present situation of processing the emergent events, and proposes how to enhance the government＇s processing ability.
