On the consideration of reducing the non-medical procedures in the outpatient emergency treatment, this paper brings out the idea of the end-pay mode which means to pay once for all after finishing the medical check and taking the medicines. It also gives a thorough analysis of the four technical methods of realizing the mode and their individual features.
