门急诊服务终点式收费模式的民意调查

A survey on the end-pay mode for the outpatient emergency treatment

通过对门急诊病人和医务人员进行问卷调查,获得对门急诊服务终点式收费模式的评价。总体看法是赞成大于反对,并都表达了强烈的要求政府立法介入管理监督的愿望,同时对实现该收费模式的技术方式进行了选择和利弊权衡,按评价结果由高到低依次为:锁定—激活方式、预缴金方式、绑定方式、抵押方式。

This paper comments on the end-pay mode for the outpatient emergency treatment based on a survey done among the patients and medical staff in our hospital. The majorities express their approvals for the mode and at the same time their strong desire for a governmental interposition and supervision through legislation. The paper also studies the advantages and disadvantages of different technical methods of realizing the end-pay mode. The four methods are listed as follows ranking from the most approved to the least： the lock-activate method, the pay-in-advance method, the bond method and the pledge mode.
