长三角经济发展中“明线与暗线”的博弈论解析——区域产业布局、人才流动与开发战略

Analysing "Surface Clue and Hidden Clue" in the Development of the Yangtze River Delta by Means of the Game Theory

长三角产业一体化的过程中,存在地方政府盲目争夺企业投资的现象;与此同时,在人才流动与开发过程中,人才市场的作用机制也不够完善。若将产业布局和人才流动与开发综合研究,则会发现两者内部问题的新逻辑:"人才—产业布局—地方政府"之间应有的强连接关系,被本来应当作为弱连接关系的"地方政府—企业—人才市场"三角形错位取代。文章将产业布局称为明线,将人才流动与开发称为暗线,用实线表示强连接关系,用虚线表示弱连接关系,通过博弈论构建理论模型、分析现实状况,并在广泛借鉴国内外区域发展经验的基础上,以博弈论的解决之道为指导,提出长三角各地政府可以从政治层面建立产业与人才等经济合作的立法、执法框架。

In this paper, the industrial layout is taken as the surface clue, and the talent flow and development is regarded as the hidden clue; real lines are used to indicate the close relations and broken lines employed to represent the secondary relations. Constructing the theoretical model by means of the game theory, analyzing the reality through the theoretical model, and drawing upon the experience of regional development inside and outside China, this paper suggests that local governments around the Yangtze River Delta establish the legislation and enforcement framework of industrial economic cooperation and reasonable talent flow through political consultations.
