摘要
基于可竞争市场理论、根据电力行业的经济技术属性,分析电力市场竞争的两种基本模式:批发竞争模式与零售竞争模式。中国电力体制市场化改革所采用的"厂网分离、竞价上网"模式无法实现有效的电力市场竞争。深化中国电力体制改革的中间模式,在保留配电企业的零售业务的同时,开放市场准入,逐步引入用户选择权,建立用户响应机制。
According to the Contestability Theory and the characteristics of electricity industry, this paper analyzes two basic models of restructuring electricity,which are wholesale-competition model and the retail-competition model.It seems that the current model which is adopted in the reform of electricity marketization could not lead to effective competion in electricity industry. Therefore, we should take an new middle model in its reform, which is to give the admittance rights, gradually give consumers' selective rights and build up consumers responding mechanism while keep rationing electricity enterprises' retail operation.
