摘要
1998年,彭婉如基金会在台北市数所小学内利用小学资源为附近社区居民提供幼儿课后照顾服务。这一举措虽受到社区居民的好评,却遭到了安亲班业者的激烈反对。这一冲突事件的背后有着理论观点上的差异。本文先从“社区自治观点”与“市场竞争观点”着手来分析该冲突事件背后的理论观点,然后再提出其对幼教生态与政策走向的启示。
In 1998, Peng Wanru Foundation, using resources of several elementary schools in Taipei, started to offer after-class child care service to residents of surrounding communities, which was widely acclaimed by the residents but denounced by child care centers. This incident reflected the conflict between different theoretical concepts. This paper first analyses theoretically this incident from perspectives of "Profitable Welfare" and "Community-based Welfare", and then suggests its inspirations for the ecology and future policy of early childhood education in Taiwan.
