The Constraint and Incentive Mechanism for Promoting the Development of Local Cycling Economy

在我国建立循环经济体系是迫在眉睫的重大问题,但地方循环经济发展还缺乏相应的约束及激励机制,致使地方在实施循环经济时存在一些障碍和隐患。可以从构建地方性政策法规体系、制定地方发展规划等方面建立促进地方循环经济发展的约束机制;从政府政策激励、支持科技创新等方面建立促进地方循环经济发展的激励机制。

It is an inevitable issue to build the local cycling economy system in China. For lack of constraint and incentive mechanism for promoting the development of local cycling economy, there are some obstacles and hidden dangers for the localities in implementing the circling economy. The urgent need is to establish the appropriate constraint and incentive mechanism. We can build constraint mechanism for promoting local economic development through local policies and regulations as well as local development planning, while build incentive mechanism through incentive policies of government and its support to scientific and technological innovation.
