Effective water pricing policy is fundamental for the long-term operation of rural drinking water safety project. In the practice of Hubei Province, two-part water tariff has been implemented along with the construction of rural drinking water safety project. Two-part water tariff is a kind of model that covers basic water charges for water use based on quantity of water use, which is applied in line with the present condition of safe drinking water projects and needs of long-term operation of these projects.
