技性科学观：科学技术政策分析的新视角

Technoscience View:A New Perspective for Science and Technique Policy Analysis

"技性科学"这个新词的出现,是科学技术学研究的新特色。它是科学观的一次转向,形成了技性科学观。技性科学观告诉人们,进入现代以来,几乎所有的科学研究和发现都依赖于技术的发展,科学与技术越来越不可分离;而现代技术又都是"社会性技术",所有技术都与社会紧密相连,技术以社会技术系统的面貌呈现出来。技性科学观给科学技术政策分析提供了新的视角,在关注科学技术创新的时候,要特别关注在某种程度上决定科学技术体系命运的社会因素,充分认识人文社会科学在技术形塑过程中的作用。

The emergence of the concept of technoscience is a new feature of STS.It is a change of science view and results in the forming of technoscience view.From the view of technoscience,almost all of the modern scientific researches and discoveries were decided by the development of technique,so we can not divide science from technique.Modern technique is also Societal,which presents itself by Sociotechnical-System.Technoscience view has offered a new perspective for the science and technique policy analysis.When analyzing the science and technique innovation,we should pay more attention to the social factors,which in a way will determine the destiny of the science and technique system.The social science has played a significant role in the shaping process of technique.
