政府投资项目的监管困境分析：一个产权视角

Analysis on the Regulation Dilemmas of Government Investment Project:A Property Rights Approach

政府投资项目,是政府运用公共权力,直接配置社会公共资源、提供公共物品与服务的重要方式。虽然从政府投资项目管理的基本程序看,我国与成熟市场经济国家的项目管理模式没有太大区别,但在项目立项、审批、实施、监督等环节还存在一系列明显的监管困境,这种监管困境源于政府投资项目的公共性而导致的天然"产权残缺",特别在我国目前的制度环境、官员的晋升激励机制下,必然使得各种监管问题持续存在。因此,要解决政府投资项目的监管问题,除了要进行监管制度创新外,还必须改革目前官员的激励与约束机制。

Government investment project is the critical way to deploy social public sources, fulfill public management function and provide public goods for citizens using the public power. Although the basic management procedure of our government investment project is similar with the developed market economy countries, there still exist obvious regulation dilemma in the course of project approval, endorse, implementation and construction causing high cost because of corruption behaviors like ＂rent - seeking＂ etc. These dilemmas are caused by ＂truncated property rights＂, especially under the current institutional environment as well as the motivating mechanism of cadres. To solve the problem, efforts are needed to innovate in the regulation system and reform the current motivating mechanism of cadres.
