摘要
《服务贸易总协定》将服务贸易定义为四种模式:跨界供应、境外消费、商业存在与自然人存在。与前三种模式的讨论比较,关于模式4提供服务贸易的讨论还处在初期阶段。目前大多数学者认为模式4提供服务贸易的服务价值主要是通过国际收支中与服务和劳务有关的雇员报酬和工人汇款指标反映,但是有些学者并不这样认为。基于此背景,本文从模式4的统计概念入手,深入研究衡量模式4提供服务价值的指标选取问题,并初步估算我国模式4服务价值的规模大小。
In the General Agreement on Trade in Services （GATS）, trade in services is defined as four modes： cross border supply, consumption abroad, commercial presence, and presence of natural persons. Comparing with the other modes, the discussion on Mode 4 is still in the early stage. At present, most scholars think that the service value of Mode 4 providing trade in service is mainly reflected through the indexes of compensation of employees and workers＇ remittance related to service and labor in international balance of payments, but some scholars don＇ t think so. Based on this, the author starts from the statistical conception of mode 4, researches the choice of indicators measuring Mode 4 providing service value, and makes a preliminary estimate of the size of the service value of Mode 4 in our country.
