摘要
随着航海事业的不断发展,船员证书与船员管理出现了新的形式和新的问题。文中笔者对这些新问题的表现形式、产生原因及解决方法作了详细的论述。
With the continuous development of shipping, the new situation and new issues concerning seafarer certification and seafarer management need to be considered. In this paper, the authors discuss the performance, causes and solutions of these new issues in detail.
