随着对外开放的日益扩大,我国同时面临的国际竞争日趋激烈,发达国家在经济科技上占优势的压力长期存在,可以预见和难以预见的风险日益增多,统筹国内发展和对外开放的难度更大、要求更高。这就要求我们要以开阔的视野观察世界、分析形势,实施互利共赢的开放战略,全面提升对外开放水平。

With the development of opening-up,China is facing a more fierce international competition. Developed country has the advantage of more advanced level in economy,science and technology in a long period. We have more risks both are predictable and unpredictable; it is more difficult for us to carry out the policy of reform and opening-up, and co-ordinate domestic and foreign development. Therefore, we should carry, out the mutually beneficial and win-win opening-up strategy, enhance the level of opening-up with a broad vision to the world and analysis the situation of the world.
