摘要
本文探讨工业化国家专业人员规制(regulation)中的准入规制,着重分析准入规制中的4个关键证书(credentials):鉴定(accreditation)、认证(certfication)、执照(licensure)和注册(registration),解析工程师准入规制中的质量规制机理,借鉴工业化国家的经验,讨论我国工程师制度建设中的几个质量规制问题。
The paper introduces the access regulation in professional regulation in the industrialized countries, focusing on the comparison of the differences of the four core conceptions in professional access regulation, which are accreditation, certification, licensure and registration. The paper also explains the mechanism of quality regulation in the engineering access regulation. Using the experience of the industrialized countries for reference, it discusses several problems about quality regulation in the construction of engineer system.
