摘要
为评价公路项目对社会、经济可持续发展的贡献,建立了公路项目可持续发展的三级评价指标体系(目标层指标、准则层指标、指标层指标).运用模糊数学理论,建立了NPV、Nd、IRR、BCR的隶属函数.运用集值统计方法对各项指标进行无量纲化处理,得到无量纲矩阵.通过对定量与定性评价指标的评判,得到单因素评价矩阵.运用AHP法,对备选方案作相对评价和综合评价,确定各因素的权重,排出各方案的优劣次序.根据最大隶属原则,求得公路项目可持续发展的最终评价结果.揭示了公路项目对社会、经济、环境的影响.
In order to appraise the contribution of a highway project to society and economy, a three-tier evaluation index system( goal, criterion and index layer of indexes) was established. The jurisdictional function creatively for NPV, Nd ,IRR and BCR has been set up with the fuzzy theory. A no dimension matrix of indexes was received by statistical method. Through the judging of evaluation index, the single factor and appraisal matrix has been received. Using AHP, the paper does relative appraisal and comprehensive appraisal to several schemes in reserve, confirms the weight of every factor,lists the order of every scheme. According to the principle of the most greatly, this paper get a final appraisal result of a highway project to sustainable development. The influence of a highway project to society, economy and environment have been obtained.
