中国烟草产业行政垄断及其绩效的实证研究

An Empirical Study on the Extent and Performance of Administrative Monopoly of China's Tobacco Industry

中国烟草产业是典型的行政垄断行业,具有行业行政垄断与地区行政垄断的双重特征。对中国烟草产业行政垄断程度及其绩效的研究不仅是中国烟草产业管理体制改革的前提,同时对中国其他行政垄断产业的研究与政策制定具有借鉴意义。本文分别从行业和地区两个层面对中国烟草产业的行政垄断程度进行实证研究,在此基础上,对行政垄断给中国烟草产业带来的效率影响进行实证测量,结果表明行业行政垄断与地区行政垄断对中国烟草产业造成的直接效率损失分别达25%、14%,行政垄断对中国烟草产业造成的总效率损失高达35.2%。

China＇s tobacco industry is a typical administrative monopoly industry with dual characteristics of industrial and regional administrative monopoly. The study on the extent and effects of administrative monopoly is not only a premise for the reform of the management system of China＇s tobaceo industry but also can provide references with other administrative monopoly industries in China. The article evaluates the extent of administrative monopoly from both indus^al and regional level. On this basis, the article empirically studies the effects of administrative monopoly on China＇s tobacco industry efficiency. The result shows that the efficiency losses by industrial and regional administrative monopoly reach 25% and 14% respectively and the gross losses amount to 35.2%.
