宋恕县政改革思想管窥

A View on SONG Shu’s Ideal of County Government Reform

作为近代维新思想家的代表人物之一,宋恕针对当时的国情,提出了一系列改革建议。在他的地方基层政权改革思想中,其县政改革主张是最引人注目的一部分。他把设立县议院放在核心位置,进而将该机构的职能辐射到其他如纠察、地方财政、推举地方贤能、教育及服务性行业管理等领域。然而,由于对议院政治认识上的缺陷,他的这种改革思想并不能解决当时基层存在的诸多弊病。

As one of representatives of the early stage reformists, SONG Shu puts forward a series of reform proposals based on situation of our country at that time. In his basic political power reform ideals, the proposal of the county government of reform was the most notable part. He sets up the parliament of the county the core position, from which its function was radiated to other areas such as supervising, local finance, local talented and virtuous recommending, education and service industry. However, because he failed to have well enough understanding the western parliament system, his ideal can＇t cope with the problems in the bottom of the society at that time.
