Tobacco is an economic crop with high value, which is seriously affected by natural disasters. It could ensure the development of tobacco area stably, protect the tobacco growers＇ interests and promote the new countryside construction and harmonious development that putting the tobacco planting insurance into the great agriculture insurance. The functions of developing the tobacco insurance are summarized, the problems are analyzed, and the countermeasures are put forward.
