摘要
新公共服务理论是现代服务型政府的重要理论基础之一,它超越了传统公共行政的效率政府和新公共管理的市场化、企业化政府模式的工具性价值的内在矛盾和缺陷,突出强调了民主、公民权和公共利益等目的性价值在现代政府即服务型政府中的中心地位,由此使得现代服务型政府对人性假设和政府的道德合法性提出了新的诉求,这必将对公共道德和人性假设产生重大影响,具有重要的伦理价值。
New public service is among theoretical basis for a modern service -oriented government. It transcends inherent contradictions and vice of the instrumental values of the efficiency - centralized government and the marketized government and entrepreneurial government of new public management and emphasizes the intrinsic values of democracy, franchise and public interest in the value center of modern government（ the service - oriented government）, therefore the theory of new public service makes modern service - oriented government establish a new foundation for humanity hypothesis and governmental morality legitimacy and will have an important impact on humanity hypothesis and public morality and have important ethical values.
