摘要
基层党政领导干部选任制度的运作轨迹,主要体现在党管干部与群众公认原则、候选人的提名方式和利益集团的参与等方面。本文试图运用新制度主义的方法,对制度因素产生的"路径"进行分析。
The operation of power trajectory in the selection of Grass - roots party and government cadres, to a large extent which are decided by some regulations. They are mainly embodied in the principles of party's managing cadres and the masses accepting, the method of nominating candidates and interest groups to participate in, and so on. This paper attempts to use the method of new institutionalism, analyzing the institution factors on the "path", with a view to the operation t)f the power of democratic and scientific to have a positive impact.
