This paper introduced the main technical methods on National System for Declaration and Registeration of Pollutants Disposal,such as the design of index system,the classification and coding of information,sieve method for main pollutant sources,design of system structural and design of function and program and also introduced the achievement in developing the unified software for the whole country,and it's works function charactices.
