摘要 针对我国2008年初雪灾时发生的大面积停电事故进行研究,对我国现代电网发电系统发电能源依赖过分单一,新生发电系统发展相对滞后,设备可靠性较低,电网结构复杂及灵活性差,容易受外界扰动影响等一系列问题进行分析。以电网安全可靠运行为目的,围绕防御严重故障的"三道防线"体系提出了开发新的能源发电系统,发展分布式发电技术与提高电网抗扰动能力,综合应用实时监控、广域相量测量、在线稳定控制等措施,以达到有效防止大停电事故的发生的目的。 This paper researches the blackout accidents during the snow disaster in China in early 2008, making analysis on a series of problems in Chinese modern power network, such as excessive dependence on fossil fuel for power generation, relatively lagging development of new power generation systems, low reliability of equipment, and complexly structured power network that is of poor flexibility and susceptible to external disturbance. Aiming at the safe and reliable operation of power network and centering on the "three-defense-line" system against serious faults, measures to effectively prevent blackouts are presented, which include developing generation systems based on new energy sources, developing distributed generation technique, enhancing anti-disturbance ability of power network, comprehensively applying real-time monitoring, wide-area phasor measurement and on-line stability control.
