摘要
对电力系统事故归因理论的相关研究进行了回顾,对阳江供电局220kV春城变电站"12.17"恶性误操作事故进行了直接、间接、本质原因的分析,从而验证该理论的可行性及实用性;结合500kV蝶岭变电站的实际情况,依据该理论,从人、物、环境、信息、管理等方面提出500kV变电站安全生产防范措施。
Relevant research on accident-causing theory of power system is reviewed. Direct, indirect and root-cause analyses are made of the "12. 17" serious misoperation accident of 220 kV Chuncheng Substation under Yangjiang Power Supply Bureau, thereby demonstrating the feasibility and practicality of the theory. Combined with the actualities of 500 kV Dieling Substation and based on the theory, safe operation precautions for 500 kV substations are presented from such aspects as human, material, environment, information and management.
