Doing well Industrial Developing Planning is the Basic Way to Tackle the Urban Environmental Problems

城市环境污染问题是多方面、多层次的，解决城市环境问题的途径也是多方面、多层次的。该文通过本钢“４００万吨钢”发展规划的环保分析，提出了搞好工业发展规划是解决城市环境问题的基本途径。本钢通过发展规划、实施技术改造，不但能够消除一些老污染源，而且还为污染的进一步治理提供了经济、技术基础，其环境效益显著。

Urban environmental problems are related with many aspects and stratification,and the ways to tackle them are many.Through the case study of the detail environmental analysis for the industrial developing planning of Benxi Iron and Steel Corporation(BISC),doing well industrial developing planning was thought to be the basic way.BISC will not only eliminate a lot of old pollution sources but also provide a sound economic and technical basis to treat the remained pollution sources through the industrial developing planning and technical reconstruction,which will bring about much environmental benefits.
